Edward Vincent Filkins Esq was born on 7 Mar 1821 at Filkins Hill, East Berne, Albany, NY, son of Richard Filkins and Catherine Angle.

He was educated locally at the Rensselaerville and Knoxville Academies. He read law in Delhi.

Previously to his entering actively into the law practice, he taught school and filled the office of school commissioner. His law practice was extensive, often being retained on cases which carried him before the higher courts in Albany[1]

He married Emma E. Shafer, daughter of Rev. Thomas Lewis Shafer and Eve Werner, on 22 Oct 1856. They had the following children:
