Walter A. Coulter was born on May 22, 1922 in Schenectady, the son of the late Walter and Flora (Turrian) Coulter. He married Helen (Quay) Coulter on Christmas Day 1943. His siblings were:

Walter Coulter served in the United States Army during World War II as a radar technician in the Pacific Theater. He was a member of the American Legion Post 977 in Altamont.

Upon leaving the service, Walter Coulter purchased a farm in Knox where he worked till he joined the New York State Office of General Services where he worked as a mechanic. He retired as a supervisor after 37 years.

He was born on May 22, 1922 in Schenectady, the son of the late Walter and Flora (Turrian) Coulter. He married Helen (Quay) Coulter on Christmas Day 1943.
