Cecil was born in Rensselaerville on September 10, 1848, a son of David H. Snyder and Eunice Head, both natives of Rensselaerville.^[1]

Cecil has always been a farmer on the homestead which consists of 160 acres. He now intends making a specialty of dairying.^[1]

In 1877 he married Anna, a daughter of William and Ann Norton of Westerlo.^[1]
