Howard was born February 22,1916 in Albany, New York. His parents were Roscoe C. Schoonmaker and Catherine Roney.

Howard attended Cornell University, the state university colleges at Brockport and Farmingdale, and Schenectady County Community College.

Howard married Dorothy Florence Sturgess (parents were Lewis Toles Sturgess and Jennie Crounse Lewis) on November 17, 1939. They had a son Howard A. Schoonmaker II and daughter Beth Ann Schoonmaker.

Mr. Schoonmaker was also a member of the Berne Fire Co., the Helderberg Ambulance Squad, the Boy Scouts of America review board, the HelderbergKiwanis Club and AMVETS. He served on the Berne Zoning Board of Appeals and the Berne-Knox-Westerlo Board of Education, and was captain of the Berne fire police. He was a state hunting-safety instructor.
