Mr. Foster was born in Albany  to Audrey J. Foster (Zorn) and  the late Rodney M. Foster. He  graduated from Phillip Schuyler  High School in 1966 and proudly  served in the United States  Army during the Vietnam War  in Korea.

He was  one of few three-wheeled motorcycle officers and later finished  his career in the Pinebush Police  Station. He continued his life of  service through working as a federal guard for the city of Albany  until he fully retired.
